Issue #1:
the tsk disappears only if the applicant click refresh
Issue #2:
the task will not be canceled and will keep showing even when the applicant re-login
Issue #3:
the new unit researcher will find the cancel action for the assigned tasks. evidence 9.gif
Issue #4:
the cancel action is NOT shown for the financial employee.
